Scott Simmons

Chief Standards Officer | Open Geospatial Consortium (OGC)

Mr. Simmons is OGC's Chief Standards Officer. In this role, he provides oversight and direction to the Consortium's technical and program operations and deliverables. Mr. Simmons also continues to lead the OGC Standards Program, where he ensures that standards progress through the organization's consensus process to approval and publication. Preceding his time as a member of OGC staff, Mr. Simmons was an active member of OGC, promoting best practices in 3D Information Management (3DIM) as chair of the OGC 3DIM Domain Working Group and chairing or participating in numerous OGC infrastructure, mobility, and web services working groups. His OGC-related research has focused on data lifecycle management, integration, and dissemination.

Jonathan Duran

A native Arkansan, Jonathan began working with GIS while completing his Bachelor's degree in forestry at the University of Arkansas, Monticello. Following graduation, he continued on to Colorado State University, earning a Master's degree in 1999. Jonathan is also a registered forester in the state of Arkansas. Jonathan joined the Arkansas GIS Office team in 2010 as a GIS Analyst to support the ongoing development and maintenance of framework data programs, primarily road centerlines and physical address points. In October 2016, Jonathan was promoted to the role of Deputy Director wherein he assists with project management as well as the day-to-day operations and strategic planning for the agency. In 2021, Jonathan was elected to the office of NSGIC President-elect, serving one year before becoming President for 2022-2023. He will continue serving in a leadership role as Past President beginning in September 2023.

Alan Leidner

Alan Leidner completed a Master's Degree in Urban Planning from Brooklyn's Pratt Institute in 1975. He worked for thirty-five years as a planner and innovation specialist with New York City government. Starting in the late 1980's he served as IT Director of the Department of Environmental Protection (DEP) where he initiated the City's Enterprise GIS Program and oversaw the development of the City's digital basemap. Additionally, he serves as an advisor to Underground Mapping Services (USMI), and to New York University on their UNUM - NYC infrastructure mapping project which was awarded $1.5M in NSF grants. Among other writings, Alan's "Geo-Info CONOPS" article was published by GeoWorld Magazine in October, 2007. In 2022 a Smart Cities chapter he co-authored with OGC's George Percivall, was published in the Springer Handbook of Geographic Information, 2nd Edition.

Glen Quesenberry

Program Manager | U.S. Army Geospatial Center

Residing most of his life in Northern Virginia, Glen Quesenberry graduated from George Mason University in 2004. Having already spent several years at the U.S. Army Geospatial Center, Glen continued his career full-time supporting the Army and continuing his education through graduate school. After over 15 years supporting the AGC as geospatial engineer and a program management contractor Glen accepted a government position in late 2017. As the Modeling and Simulation lead, he helped shaped the development of 3D terrain technologies into both training and operational systems across the Army. In 2019 he accepted a position as the Architectures, Standards, Test and Certification team lead within the Enterprise Services Branch within AGC. Here, Glen and his team focus their efforts on the identification, development, and formalization of technology to create a more capable and cohesive U.S. Army Geospatial Enterprise. Furthermore, Glen serves as the AGCs liaison to the Synthetic Training Environment (STE). The combination of these roles positions him to rapidly evaluate cutting-edge geographic technologies, create guidance for their use across the Army, and to help integrate the future of geography within the Army.
